The first thing a home or business owner can do is to inspect all exposed plumbing pipes.  This includes under the sink, toilets, water heater, and outside water hoses.

The second, look for any signs of a water leak. This includes, the sound of running water when all the water using appliances are turned off, and checking for any moisture under the sink. Test the toilet by placing food color in the tank, if after a few minutes the water in the toilet bowl chances color, it indicates a leak. Also, check the water meter, it should not be registering when all the water in the home is off, and look for warm flooring, or peeling paint.
